Health Secretary Francisco Duque III failed the minimum standard of leadership amid the COVID-19 pandemic due to lack of mass testing and gagging personnel in need of help, Senator Grace Poe said Friday.

Poe made the comment a day after 15 senators, including her, filed a resolution calling for Duque’s resignation.

“We should have a minimum standard for leadership. Iyong mass testing, iyong rapid test kits na FDA-approved na sa ibang bansa, hindi niya pinayagan. Gusto niya centralized lahat. Conventional wisdom naman na kailangan natin ng testing in the shortest possible time. Hindi naman niya naisip iyon,” Poe said in a CNN Philippines television interview.

FDA is the Food and Drug Administration.

As it is, the country’s daily average in COVID-19 tests conducted is around 3,000, still a far cry from the target 8,000 to 10,000 per day which should be in place before the lockdown is lifted on April 30.

Poe also cited the case of Dr. Clarita Avila, the chief administrator of the National Center for Mental Health (NCMH), who was reassigned to Drug Abuse Treatment and Rehabilitation Center in Las Piñas after revealing that at least 34 NCMH health workers were infected with COVID-19 due to the facility’s lack of personal protective equipment (PPE).

“Again, minimum standard, eh ginag-order iyong tao mo na nagsabing kailangan ng tulong ng National Center for Mental Health kasi 34 na ang infected sa kanila. Ano ba namang klaseng kalihim iyan?” she pointed out.

Poe then called out Duque over delayed recommendation of banning travelers from Wuhan, China, which is the epicenter of the COVID-19 outbreak, as well as failure to  trace the passengers of the flight who were exposed to the first recorded coronavirus case in the country back in January 21.

The first two COVID-19 cases recorded in the country involved a couple from Wuhan, China.

The Philippines only banned entry of travelers from China as well as Hong Kong and Macau after the first case of COVID-19 was recorded in the country on January 31.

“If the ban was imposed earlier and contact tracing was quickly done after the first case was recorded, the situation would have been different,” Poe said.

The senator then said having Duque continue would do more harm than good, considering that the COVID-19 problem is far from over.

“Marami naman tayong propesyonal riyan. I just don’t want to name them because I do not want to put them on the spot. Pero mahaba pa itong coronavirus. PIDS even said we would need 500,000 ICU units, 300,000 ventilators, and one million hospital beds,” she said, referring to Philippine Institute for Development Studies (PIDS) which serves as the  government's primary socioeconomic policy think tank.

"Kung ganito ang kapitan natin ngayong krisis, baka lalo tayong mapahamak,” she added.

As of April 16, there are 5,660 COVID-19 cases recorded in the country. Of the number, 435 have recovered while 362 others died.

Duque has said he serves at the pleasure of President Rodrigo Duterte who has since said the Health chief should stay put.—AOL, GMA News
